Requirements
CSTs shall possess the minimum qualifications specified below:
1. High school diploma or equivalent and three (3) to five (5) years of total experience in one of the following areas*:
a. Construction security surveillance
b. Technical surveillance countermeasures
c. Government security involving counterintelligence
d. Construction quality assurance
e. Hands-on (documented) supervisory construction experience
f. Military Service
g. Law Enforcement
2. Must have either an active Secret or Top Secret security clearance.
3. Familiar with typical office machines (copiers, fax, digital senders, and computers) and typical office administrative software (e.g. Microsoft Word, Excel, etc.).
4. Meet physical requirements necessary for the job, including the ability to navigate stairs and stand for extended periods in and around a construction site. These locations may not be heated or airconditioned and may be open to the elements and inclement weather.
5. Ability for some travel, if required.
6. Possess a valid Department of State Construction Surveillance Technician (SE631) certification.
7. Knowledge of construction disciplines, to include Architectural, Mechanical Electrical, and Electronic Engineering principles.
8. Capable of analyzing designs and blueprints, and of recognizing the architect’s intended use and design concept.
9. Capable of analyzing designs and structural complexities, thereby prohibiting their exploitation or utilization to mask ulterior purposes not intended by the architect.
10. Knowledge of Technical Surveillance Countermeasures, PHOTOINT, IMINT techniques, and construction principles and devices used by hostile and friendly intelligence services for the purpose of clandestine surveillance.
11. Trained and experienced in all countermeasures employed to protect against technical penetration.
12. Trained and thoroughly knowledgeable of the level of security required in various parts of each facility under construction or renovation as dictated by the progression of the project. Note: When making CSTs assignments for each specific project site, the Contractor’s team will possess a mixture of experience and backgrounds.
* The requirement is not cumulative, meaning one year in each of the five areas does not equate to meeting the requirement.
